[Wranglers] Advanced pattern matching with MATCH_RECOGNIZE

Following in the footsteps of Snowflake, BigQuery has also added support
for MATCH_RECOGNIZE:

and they have also published a MATCH_RECOGNIZE tutorial notebook:
